Level 3 Sex Offenders Arrested In Separate Incidents

George D. Shirley, 48, was arrested on April 3, 2019 for Failure to comply with registration and reporting requirements. On January 27, 2004 George Shirley was convicted of sexual assault second degree. This offense involved Shirley engaging in sexual contact with a 7 year old female. This conviction requires him to register as a sex offender in the state of Arkansas. Mr. Shirley has been registering as a sex offender since January of 2007 when he was released from the Arkansas Department of Correction for his sex offense. On January 24, 2019, Mr. Shirley came into the Faulkner County Sheriff’s Office to register for his six month verification of residency. He requested that I remove all vehicles from his information and did not register any information in the e-mail and social media section. It was later found that Mr. Shirley has a Facebook account under the name “Wayne Shirley”. Mr. Shirley was identified in photographs that appeared on the Facebook page. On the day that Mr. Shirley was arrested, photo evidence was taken of him driving a black Ford truck while at the office of his Parole Officer. Pursuant to 12-12-906(L) the offender must register any vehicle make, model, color, and license tag number that the sex offender owns, operates, or to which he or she has access. Pursuant to 12-12-903, The Arkansas Crime Information Center (ACIC) requires the offender to report in changes in residence, mailing address, temporary domicile, employment, email, social network information in person to the local law enforcement agency having jurisdiction. Mr. Shirley is currently in the Faulkner County Detention Center Unit 1 on a $15,000 bond and is scheduled to appear in Circuit Court on April 29, 2019.

Albert L. Ussery, 62, of Greenbrier was arrested April 10, 2019 for Failure to comply with registration and reporting requirements. Mr. Ussery was convicted of Sexual assault 2nd Degree on 9/6/18. Documentation indicates that this offender touched two female relatives, ages 10 and 12, who were staying the night at his home on the breast and vaginal area both on top and underneath the clothing. Mr. Ussery was due to register for his 6 month verification of residency on March 24, 2019 and failed to do so. Pursuant to 12-12-909, the offender is required to verify their residence within Ten (10) days after the Verification of Residency date indicated on the bottom portion of the acknowledgment form. Verification of residency is required of every registered offender either every (6) six months after registration, or every ninety (90) days, depending on the offender’s assessment level. According to 12-12-909, Mr. Ussery would have been past his ten days after April 4, 2019. Mr. Ussery is currently in the Faulkner County Detention Center Unit 2 being held without bond with a court date of April 29, 2019.
