On 10/23/15, FCSO Investigators arrested registered sex offender 54 year old Richard Lee Milstead of Southhaven, MS. Milstead drove to Faulkner County from Mississippi with the intentions to engage in sexual activities with an underage individual. Investigators posed as a child and began chatting with Milstead on an online website on 10/16/15 where later other means of communication ensued. Milstead was arrested at approximately 11:30 p.m. by FCSO Investigators at a Conway hotel. Milstead faces the following charges:

• 5-14-103A4 Conspiracy to Commit Rape (Felony)
• 5-27-602 - Distributing, possessing, or viewing of matter depicting sexually explicit conduct involving a child. (Felony)
